Description:
Following two significant security incidents — one on May 30, 2024, where a detainee removed a metal ceiling vent cover and damaged a wet cell, and another on August 13, 2025, where a detainee dislodged a light fixture and used restraints to damage the lens of an intercom — the Canada Border Services Agency (CBSA) has identified an urgent need to upgrade the wet cells at the BC Immigration Holding Centre (BCIHC). As CBSA operates only three immigration holding centers across Canada, it is essential that the BCIHC wet cells be modified to safely and securely accommodate high-risk individuals.This project involves a comprehensive review and upgrade of the three existing wet cells to enhance facility security and ensure the safety of both staff and detainees. The primary objective is to assess the current condition of the wet cells and implement security improvements that prevent unauthorized access, tampering, or misuse of fixtures and infrastructure.CBSA requires a qualified consultant with demonstrated expertise in wet cell design and security within detention or correctional facilities.
