Description:
This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2024-RFP-21 - West Nile Virus - Mosquito Control Program, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
Background
West Nile Virus (WNV) is a mosquito-borne virus that can cause encephalitis and meningitis (inflammation of the brain and surrounding membrane). It is spread to humans by the bite of an infected mosquito. Mosquitoes become infected through biting an infected bird. There is no documented evidence of person to person or bird/animal to person transmission of WNV. In order to minimize the risk of WNV infection in humans it is essential to reduce the vector mosquito population.
Research has shown that reducing the vector mosquito population is an important step in the process of minimizing the spread of WNV to the human population. Larviciding in areas where positive birds, positive mosquito pools and human cases have been identified is one component of the Regional Municipality of Niagara-s Integrated Pest Management approach to controlling the spread of the virus.
Storm water catch basins have been identified as the principle source of vector mosquito breeding within the Niagara region. There are approximately 50,000 catch basins in the Region. Therefore this RFP will be focused on the larviciding of these structures.
