This RFP is being issued to a subset of the Successful Roster Listing developed from Contract 2023-RFSQ-184 specifically Category 7.
This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2025-RFP-186 Welland WWTP - Condition Assessment and Sustainability Upgrades, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
The need for this project is for the completion of:
a condition assessment and detailed analysis of identified WWTP unit processes and infrastructure at the WWTP;assess viability of wet weather diversion prior to lift stationthe identification of sustainability work needed to prolong the lifespan of the identified plant components and the plant as a whole, including identification of the risks involved with not completing the work;the identification and evaluation of sustainability/upgrade strategies including determining associated risks, life/cycle cost of upgrade options, effects on compliance and evaluation of same;a complete picture of the priority/high risk sustainability upgrades required at the WWTP; a review of the constructability and the phasing of the recommended upgrades in 5-year increments according to priorities identified (in order to break the work into affordable stages of $10M to $30M); anda conceptual design of those selected strategies identifying all required WWTP sustainability upgrades, including building and site improvements (Provisional).
