PLEASE READ THE FOLLOWING COMPLETELY AND CAREFULLY PAYING ATTENTION TO ALL REQUIREMENTS AND DATES.CBC/Radio-Canada is seeking Proposals to find an external firm to carry out a dozen annual online surveys of Canada's French-speaking population.An Agreement resulting from this RFX may potentially be for one (1) year with four (4) irrevocable options to extend for one (1) year period.1. SUMMARY OF REQUIRED GOODS/SERVICES:The key objectives in issuing this RFP are as follows:Radio-Canada would be responsible for developing the surveys, while the chosen firm would be responsible for programming the questionnaires, putting them online, collecting data from a web panel representative of the French-speaking population, and cleaning and processing the data after collection, including the production of banners.2. MANDATORY REQUIREMENTS:The following mandatory requirements have to be answered in the Appendix A1 - SOW Response Grid.● Be able to execute the mandate in French including a French-speaking interlocutor who will be the contact for this mandate.● Own a French-language platform.● Own or have access to a pan-Canadian panel representative of Canada's French-speaking population. This panel must be of sufficient size to 1) obtain 1,500 completed responses for each survey; 2) provide at least 50% of respondents who are different from one survey to the next (distinct individuals), to avoid having the same people respond all the time.3.
