• The City of Abbotsford is issuing this Notice of Intent to advise suppliers of its intent to direct award a contract for the supply of Allen-Bradley ControlLogix Programmable Logic Controller (PLC) hardware required for upgrades at the Norrish Water Treatment Plant (WTP). This procurement will be awarded on a sole-source basis in accordance with applicable City policies and relevant trade agreement exemptions for technical compatibility and standardization.
  The contract will be a one (1) time purchase of the required replacement equipment.
  
  Goods Required
  
  The City requires the supply of Allen-Bradley ControlLogix PLC hardware, a Rockwell Automation product, to replace specific components within the existing PLC system at the Norrish WTP. The new hardware must be fully compatible with the City-s current control infrastructure and existing programs, and must integrate seamlessly with the installed equipment.
  Rationale for Contemplating a Direct Award
  Authorized DistributionWestburne Electric is the only authorized distributor for Rockwell Automation products in British Columbia. Allen-Bradley ControlLogix PLCs are manufactured by Rockwell Automation, and procuring through an authorized distributor ensures certified, warrantied equipment, access to manufacturer-supported product lifecycle management, and compliance with Rockwell Automation-s authorized supply chain requirements.
  City‑wide StandardizationAllen-Bradley PLCs are the City-s standard platform for all major water and wastewater facilities including the Norrish WTP, Cannell WTP, JAMES Treatment Plant, and the Barrowtown Pump Station.
  Compatibility Requirements at Norrish WTPThe City is replacing only specific components of the PLC system at Norrish WTP. All new components must be fully compatible with the existing installed Allen-Bradley ControlLogix equipment. Mixing incompatible PLC platforms is not technically feasible without extensive redesign and reprogramming.
