- IntroductionThe intent of this RFP is to identify and engage a qualified team to assist the City of Cold Lake in achieving sustainable rate structures that adequately fund water and wastewater operations, capital costs, debt, and reserves with reasonable, fair, and equitable rates. In conjunction with the rate structure setting we want to revise and update our Utility Bylaw.
Brief Description of WorkThis study will be based on the comprehensive review of the City-s water and wastewater funds and budgets, Utility Bylaw, Master Plans, Capital Improvement Plans, Feasibility Studies, customer classes, current usage data, future planned growth, and other information as necessary.
