Assess existing conditions across architectural, structural, building envelope, mechanical, electrical, life safety, accessibility, sustainability, and on-site civil systems;
Evaluate community needs - past, present, and anticipated - including functional capacity gaps relative to the original design intent;
Identify renewal and upgrade opportunities, distinguishing near-term priorities from long-term actions; and
