Detailed_Description : The Ministry of Infrastructure (MOI) is seeking to procure high-quality urban planning support services to advise on ongoing priority development projects. These projects include the Transit Oriented Communities (TOC), Waterfront Toronto revitalization, and Ontario Place redevelopment initiatives. These initiatives face complex urban planning challenges that require specialized expertise to optimize value from mixed-use development projects, enhance public transportation integration, and revitalize key urban areas to foster sustainable and vibrant communities.
Scope of Work : We need specialized urban planning support services to advise the Ministry of Infrastructure (MOI) on priority development projects. These services include technical advice, policy recommendations, comprehensive reviews of technical studies, reports, presentations, and stakeholder engagement. The focus areas are Transit-Oriented Communities (TOC), Waterfront Toronto revitalization, and Ontario Place redevelopment.The services are required across various locations in Ontario, specifically focusing on the Transit-Oriented Communities (TOC) sites, Waterfront Toronto areas, and Ontario Place. The services will be required immediately upon contract award and will continue throughout the duration of the priority development projects. Deliverables include the following:•Technical advice and policy recommendations for land use planning and development. •Comprehensive reviews and advisories on technical studies such as zoning by-laws, engineering information, parkland analysis, destination planning, parking studies, and market analysis. •Reports and presentations. •Attendance at meetings with various stakeholders. •Advice on planning matters such as zoning, highest/best use analyses, or development feasibility studies. •Review of third-party studies and materials. •Expert planning advice and presentation of findings to ministry staff, other government levels, and Waterfront Toronto. •Review of materials including destination planning, housing and real estate market analyses, infrastructure and servicing studies, natural heritage and environmental protection work, and design and construction of specific site elements. •Support for design and project management. •Technical direction and design reviews. •Ensuring compliance with codes and compatibility with surrounding land. •Management of municipal interactions.
