Description:
Project Description This Request for Proposals (the “RFP”) is an invitation by the Halifax Regional Water Commission (“Halifax Water”) to prospective proponents to submit proposals for Upper Hammonds Plains Water System Upgrades. The existing water system that services the Upper Hammonds Plains community (Upper Pockwock Road / Anderson Road) was designed and constructed in 1998 as a domestic supply system only (i.e. no fire flow). Following the wildfires in 2023, concerns were expressed by community members about low water pressures, the lack of hydrants and the need for greater fire protection. Halifax Regional Municipality (HRM) has approved high density development outside the existing water service district without full consideration of the impacts on the water supply and fire protection. Additional growth outside the service boundaries is being considered. HRM and Halifax Water have committed to investigating the feasibility and cost of upgrading the existing water distribution system to provide enhanced fire protection and to accommodate the contemplated growth.
