- 1.The Town of High River ("High River") is inviting proposals from qualified consulting Engineers to provide services to update the existing High River - Utility Master Plan (the "Services"). 2.The purpose of this Request for Proposals ("RFP") process is to select a qualified consultant to enter into a Site Services Agreement with High River for the performance of the Service. Further details about the Service required by High River are set out in Schedule "A" - Service Requirements. 3.This RFP is not a tender and is not subject to the laws of competitive bidding. No bid contract or agreement is created by the submission of a proposal.
