  Detailed_Description : Request for Bid (RFB) for the re-establishment of a Vendors of Record (VOR) arrangement for the Ministry of the Environment, Conservation and Parks for the provision of expert multidisciplinary scientific reviews of Brownfields risk assessments submitted under the Records of Site Condition (RSC) Regulation (O. Reg. 153/04). Through the RFB, the Ministry will re-establish a VOR arrangement with vendors who are qualified to review risk assessments carried out on brownfields properties under the RSC regulation. Vendors qualifying to be on the VOR arrangement will have scientific and technical expertise in human health toxicology, ecological toxicology, hydrogeology including soil sciences, and/or risk management engineering. The current VOR arrangement expires in January 2026 after which the new VOR arrangement will take effect. Vendors will be assigned risk assessment submissions to review on an as needed basis. Work by the vendors carried out under the VOR arrangement will be primarily through digital means.
  Scope of Work : As part of an Assignment, Vendors may be required to perform work of the following nature:a)Scientific review of risk assessments that are submitted to the Ministry for review under O. Reg. 153/04 (including environmental site assessment information supporting the risk assessment and proposed risk management measures), or other risk assessment procedures;b)Provision of scientific/policy/process advice related to standards development and risk assessment (including preparation, content and review); c) Assist in the preparation and delivery of training material related to risk assessment, risk communication, standards setting and requirements of the Regulation (e.g., provide training to stakeholders at brownfields workshops).In addition, vendors may be required to complete assignments on a short turnaround basis.
