Detailed_Description : This Request For Bids (RFB) is issued by the Ministry of Public and Business Service Delivery and Procurement (the Ministry). It is an invitation to potential Bidders to submit Bids for the provision of an Investigative Case Management software solution to enable the Forensic Investigation Team (FIT) to manage evidence intakes and transfers, assign investigative tasks, update investigation status as well as meeting deliverable timelines with clients. Additionally, it will enable FIT to become more data-centric and proactive in combating fraud through the utilization of process automation and process data collection.
Scope of Work : The Forensic Investigation Team (FIT) is an enterprise-wide resource providing forensic and fraud investigation services on a request basis to the Ontario Public Service (OPS) and the Broader Public Sector (BPS). FIT assists all Ontario Internal Audit Division (OIAD) Audit Branches in forensic audit and investigation matters. It also liaises with Ministry fraud prevention and investigation units that service program area specific needs. FIT is experiencing a growing volume of requests for forensic audit and investigation engagements.To date, FIT has leveraged legacy file folders, shared drives, MS Excel spreadsheets, and ad-hoc Virtual Machine-s to store, retrieve, and manage highly sensitive documents, videos, images, and other evidentiary data. There is a need for a case management solution with the following features/capabilities:•On-premise application and data hosting•Evidence Intake & Chain of Custody Management•Investigation task management•Case data (including file attachments) indexing capabilities - for keyword searches (e.g. dtSearch)•Entity data entry and batch import capabilities (e.g. import of-interest individual names/addresses/phone #-s/email addresses for a case)•Network / Entity relationship diagram visualizations•Report building/generation features with easily augmentable templates•Case information exports for production/disclosure
