Description:
Detailed_Description : Request for Bids (RFB) for procuring technical services regarding the review and issuance of permits by the Minister under the Conservation Authorities Act (CAA). Looking to establish a list of qualified Vendors to conduct technical assessments that support the Ministry-s reviews of Conservation Authority (CA) permitting decisions and support the issuance of permits by the Minister through new powers under the CAA on an as required basis. Selected bidders will become pre-qualified Vendors and a second stage selection process using a Request for Service (RFS) will be undertaken to assign projects.
Scope of Work : At least one Vendor is needed to support the technical review of CA permitting decisions and issuance of permits by the Minister of Natural Resources under the CAA.Provisions of the CAA came into effect on April 1, 2024, which enable the minister to (1) review CA permit decisions at the request of an applicant (subsections 28.1 (8) to (19) and subsection 28.1.2 (9)); and (2) issue an order to undertake a permit process in the place of a CA (section 28.1.1). These technical services will be required on an as needed basis, as it is up to the minister-s discretion to take on these projects. A second stage selection process using a Request for Service (RFS) will be undertaken to assign projects. The majority of the work is expected to be remote office work, however site visits may be occasionally required.
