- Description:
- The goal of this Project is to secure a qualified Technical Planner and Owner's Engineer to act as the Corporation-s technical representative and project manager for the Whitehorse Power Centres. The Corporation is addressing an electrical generation capacity gap through a phased execution strategy. The project aims to establish 150 MW of permanent thermal generation across two primary sites to ensure long-term grid stability and energy security. Permanent Asset Mandate: This project is strictly for the installation of permanent, owner-purchased assets designed for a 25+ year lifecycle. All designs must prioritize utility-grade reliability, ease of maintenance, and integration into the Corporation-s long-term asset management framework. Site 1 (Target Energization Q4 2028): Build initial 15 MW of permanent power generation infrastructure. This phase is critical for immediate capacity needs and must be designed to accommodate an expansion of an additional 45 MW to reach a total of 60 MW by 2030. The transition from 15 MW to 60 MW must be planned to minimize operational downtime and construction interference. Site 2 (Target 2031): Construction of a 90 MW permanent generation site. This site represents the largest single capacity addition in the plan and requires comprehensive master planning to integrate with existing transmission infrastructure and regional environmental constraints.
