• Detailed_Description : The purpose of this Request for Bids (RFB) is to refresh an existing multi-vendor, enterprise Vendor of Record (VOR) arrangement for Talent Acquisition and Job Classification Services for a period of the remainder of the original term (ending July 11, 2028). As part of this refresh, an additional service category for Pay Equity services has been added.The Talent Acquisition and Job Classification Services VOR RFB primarily focuses on requirements for staff-level positions of the talent acquisition continuum, from talent planning through to onboarding. The job description writing, classification service, and pay equity service categories will apply to all types of roles.The objective of the Talent Acquisition & Job Classification RFB is to develop a VOR arrangement for the following:• Delivery of talent acquisition services for Staff-Level Positions. Services are required for all stages of the talent acquisition continuum; from labour market intelligence gathering, to the onboarding of staff and post-hire evaluation assessments. (Services Categories 1 through 5)• Delivery of job description writing and job evaluation services for Staff-Level, Management and Executive Positions. (Service Categories 6 through 7)• Delivery of job evaluation and pay equity services to assist Ontario Public Service (OPS) or NON-OPS employers and legal counsel in its negotiations with various bargaining units or in other cases non-unified employee groups. Ensure that the OPS or NON-OPS employers continue to follow pay equity maintenance obligations under the Ontario Pay Equity Act. (Service Category 8).
  Scope of Work : Each Bidder may submit a Bid for any of the following Service Categories where that Bidder is not an existing Vendor of Record for the Service Category. Therefore, Bidders may bid on one (1), some, or all of the eight (8) service categories for which they are not an existing Vendor.1. Talent Planning & Sourcing2. Talent Screening3. Talent Assessment4. Talent Onboarding5. Talent Acquisition Process Evaluation6. Job Description Writing7. Job Evaluation8. Pay EquityWhere a bidder submits RFB bids on service categories 1 through to 4 and becomes an awarded vendor for these four (4) categories, the vendor will be eligible to provide services on large scale recruitment projects as an “End-to-End Vendor” through the Request for Services process.There will be multiple Vendors awarded for each of the eight (8) service categories. The Vendor(s) will be required to provide the services across Ontario.This VOR arrangement will be made available to all ministries and agencies covered by the Ontario Public Service (OPS) Procurement Directive, regardless of value, and on an optional basis, to Non-OPS Entities.
