- Newfoundland and Labrador Health Services (NLHS) is administering this invitation to Tender (Standing Offer) on behalf of Eastern Urban Zone for prospective bidders to submit bids for Excavation, Underground Services, and necessary road work for NLHS sites in the Eastern Urban Zone St. John's, NL.This will be in accordance with the specifications and requirements set out in Schedule A, as well as the Public Procurement Act.The preferred bidder will be required to enter into an agreement with NLHS for the provision of the Specifications provided in this Tender (Standard Offer) for a contractperiod of three (3) years with an option to extend for an additional two (2) one (1) year periods on the same terms and conditions as the original tender.
