- 1. The Department of Health and Community Services (HCS), Government of Newfoundland and Labrador, invites proposals from interested parties for a Standing Offer Agreement for the provision and management of American Sign Language interpreting services to the deaf and hard of hearing community within Newfoundland and Labrador, to support access to publicly funded services. Clients will have access to emergency services 24 hours a day 7 days a week. There are approximately 600 deaf adults within the province and 300 children. Individuals who are deaf or hard of hearing in Newfoundland and Labrador are currently eligible to receive short-term ASL interpreting services when obtaining a specific number of publicly funded services.2. The desired outcome of this RFP will be a contract for American Sign Language nterpreting services that will ensure deaf and hard of hearing residents of the province have access to high quality interpreting services in a timely manner.
