Metrolinx have issued a Request for Qualifications (RFQ) to Form an Alliance for Civil and Utilities Works for Hamilton Light Rail Project Tender No. SQ-2024-HAML-163 This work will be procured through a progressive Alliance contract model. Under the Alliance, the Owner will collaborate with the Successful Proponent-s Prime Team Members to deliver the Project and share the risks and rewards associated with delivering the Project. A commercial and legal framework will be developed and included in the Project Alliance Agreement which seeks to align the commercial interests of all Alliance participants.The procurement of the Project is expected to take place in the following stages; Stage 1 RFQ Process: The prequalification stage is intended to identify the prequalified parties that are eligible to participate in the Request for Proposal (RFP) Process Stage 2 RFP Process: The RFP Process is the competitive procurement process that immediately follows the RFQ Process, and is intended to result in the identification of the proponent whose Prime Team Members will proceed to enter into the Alliance Development Agreement. Alliance Development Phase: During the Alliance Development Phase, the Successful Proponent will work collaboratively with the Owner to progress the design solution for the Project, and to develop a final, fully costed, detailed and binding project proposal.
