Description:
The objective of this Annual Performance Review (APR) is for the performance of the Springbank Offstream Reservoir (SR1 Dam Project) and associated structures to ensure safety, identify deficiencies, and make recommendations to address the deficiencies. The APR should evaluate if the performance ofall the project component structures is adequate to meet dam safety requirements under the Water Act and the Water (Ministerial) Regulation Part 6 (Dam and Canal Safety), as well as the CDA Dam Safety Guidelines 2007 and its 2013 revision, CDA Guidelines for Public Safety around Dams (2011) andTechnical Bulletins (2007) and Alberta Dam and Canal Safety Directive (ADCSD) 2018, which are used as best practices for the dam safety reviews of all Agriculture and Irrigation (AGI) dams. Under the ADCSD the APR must: a. Include a level of detail that is commensurate with i. The risk to factors atrisk posed by the dam or canal. ii. The complexity of the structures of the dam or canal. b. Be performed based on current industry standards and best practices. c. Include a detailed engineering inspection to examine and document the condition of the structures. d. Include a detailed review, analysisand assessment of instrumentation monitoring data used to monitor performance of the structures. e.
