• Notice is hereby given by the Greater Vancouver Water District (“the Corporation”) of its intent to contract for up to one (1) year (one-time buy) with Anthratech Western Inc. (AWI) for the Filter Inspection and Maintenance at Seymour Capilano Filtration Plant (SCFP). This contract will have an estimated value of approximately $321,175 (exclusive of taxes).
  The services are expected to include:
  Inspection and maintenance of filters and filter media
  • Review and optimization of filter backwash performance
  • Confined space entry and rescue services
  The Corporation did not call for competitive bids for the following reasons:
  • AWI is the manufacturer and proprietor of the Phoenix stainless steel underdrain system, and therefore they are uniquely qualified to perform filter inspection and maintenance due to their familiarity with the product. AWI supplied its propriety stainless steel underdrain product as part of the filter underdrain replacement project in 2018 as part of a formal procurement process;
  • AWI is the supplier of the anthracite filter media used in the SCFP filtration system. AWI was identified as the only supplier offering NSF/ANSI 61-certified media that meets the design requirements for SCFP-s dual-media filtration system;
  • AWI has extensive experience and familiarity with the operations of the plant and products. As part of the 2019 filter underdrain replacement project, AWI led the underdrain testing and commissioning process, including the development of the monitoring and freeboard measurement program currently used by the plant operations team. AWI has also developed pilot testing tools to demonstrate the operation of the filter underdrain system;;
  • The service is only required once every three (3) to five 5 years.
