  Notice to Bidders
  The Wilson Education Service Center on behalf of Salem Community Schools (“the Owner”) invites sealed proposals from qualified roofing contractors to provide Coated Foam Roofing and Single-Ply Roofing services in accordance with Indiana State Board of Accounts (SBOA) procurement guidelines, IC 5-22 (Public Purchasing Act), and IC 36-1-12 (Public Works Projects) as applicable. This RFP establishes clear procedures for competitive procurement, transparency, and documentation required by Indiana law and SBOA audit practices. The Wilson Education Center will receive proposals for Salem Community Schools until January 2, 2026, at 2:00 p.m. (Local Time) on the following items:
  #25.18 Scarification of Roofs
  The Owner seeks a qualified contractor to perform roofing work at Bradie Shrum Elementary School, Salem Middle School, and Salem High School. All new roofing work must accommodate potential roof mounted ballasted solar panel system.
  The contractor shall perform the following:
  A. Bradie Shrum Elementary - Existing Coated Foam Roof Section (Blue Areas)
  Refer to attached Bradie Shrum Elementary - Aerial Scope Map (Blue Areas) for extents of reroof and additional scope information.Perform infrared scan of the existing spray foam roof. Mark areas of trapped moisture on the roof with blue spray paint. Provide summary report with infrared photos and square footage of areas marked on the roof. Remove existing perimeter sheet metal and vertical flashings.Install new wood blocking and new 24-gauge prefinished sheet metal foam stop.Scarify the existing foam roof surface, minimum 1/2”.Remove and replace any damaged roof materials per the infrared scan. Document tearoff with daily photos. Submit to Owner for review and approval. Spray apply minimum 1.25” of new polyurethane foam over the newly scarified roof surface.
