- The MECP-MLITSD Science Facility Complex project will be delivered using the P3 Design-Build-Finance-Maintain (DBFM) delivery model.The Ministry of the Environment, Conservation and Parks ("MECP") and the Ministry of Labour, Immigration, Training and Skills Development ("MLITSD") are consolidating multiple government laboratory and science operations into a single facility that supports essential public health, environmental protection services and worker safety. The MECP-MLITSD Science Facility Complex will be located on 7.5 acres of provincially-owned vacant land at the Oakville Land Assembly, in the Town of Oakville, Ontario south of the William Halton Parkway between Bronte Road and Third Line.
