Description : SPECIAL STUDIES AND ANALYSIS Project #: 2022-RFP-003 Closing Date: July 15, 2022 Closing Time: 2PM (Atlantic) Project Description: Town of St. Stephen seeks qualified consultant to conduct an independent review of the rates charged to customers of the municipal utility (Water and Sewer) system. Scope of Work: I. Identify and document all current fees and charges levied by the Town. ii. Identify the current rate and fee structure used by the Town. iii. Identify demand forecast for a 20-year plan period iv. Identify and analyze the costs (personnel, operating, capital, debt service, etc.) incurred to provide each service (may include interviewing appropriate Town personnel.) v. Compile data to develop the total costs associated with each fee area and develop the total costs to include direct plus indirect costs of each service. vi. Develop and justify rate and user fee recommendations, taking the factors identified above into consideration as well as current account software capabilities. vii. Review the current utility bill format and recommend an updated format, within current software capabilities, designed to improve water conservation and providing required information to the users. viii.
