Description : Background The Environmental Resource Management (ERM) division is responsible for municipal solid waste management, including waste reduction, recycling programs and the operation of Hartland Landfill. Environmental Resource Management (ERM) in the capital region is based on the 5R hierarchy of Reduce, Reuse, Recycling, Resource Recovery and Residuals Management, with the goal of extending the life of Hartland Landfill by minimizing waste disposal and maximizing diversion opportunities. Introduction The purpose of this Request for Proposals is to invite selected consultants to submit proposals to work with Capital Regional District (CRD) ERM staff to undertake a study to determine the sources and composition, by weight and/or unit counts, of municipal solid waste disposed at Hartland Landfill. It is fundamental to this Request for Proposals that all documents, produced by the consulting firm, are the property of the CRD and may be used at the sole discretion of the CRD. General Waste composition studies provide valuable data and analysis for evaluating the success of existing solid waste management programs and for planning future initiatives.
