- Detailed_Description : The intent of this RFI is solely to gather information. In the event that the Ministry is satisfied that sufficient information has been gathered, the Ministry may, but is not obligated to, initiate a competitive procurement process for a Technical Solution to Streamline Investigations Involving Digital Evidence as detailed below. The respondent-s participation in this RFI process is not to be interpreted or construed as a solicitation for tenders or proposals.This RFI will not be used to pre-qualify or screen respondents in connection with a possible future competitive procurement process initiated by the Ministry. It is the respondent-s responsibility to monitor the Ontario-s tender portal website at https://ontariotenders.app.jaggaer.com/esop/nac-host/public/web/login.html for a possible subsequent competitive procurement process.
Scope of Work : The Ontario Provincial Police (OPP) in collaboration with the Waterloo Regional Police Service (WRPS) have undertaken an initiative to identify an automation tool for processing digital evidence from digital devices. In direct support of the front-line operations and investigations, the Ministry requires a technical solution to expedite the extraction and analysis of data from seized electronic devices during criminal investigations. This technical solution will incorporate an automation tool to process the workflow without manual manipulation. In addition, this solution will expedite the analysis of the data to expedite the disclosure process to the courts and provide case managers with metrics on investigative progress.Law enforcement agencies are under increasing pressure to provide timely meaningful disclosure to the Ministry of the Attorney General and the Public Prosecution Services Canada in furtherance of criminal investigations. In a recent court decision R. v. Jordan, the Supreme Court set out presumptive ceilings of 18 months and 30 months in the Ontario Court of Justice and Superior Court of Justice respectively. In addition, the OPP has observed a marked increase in the number of digital devices submitted for analysis. In 2018, 1925 devices were submitted in comparison to 4444 total devices in 2023. This coupled with the increased storage space for updated hardware has made the extraction and analysis of data more challenging. Law Enforcement must leverage emerging technologies to combat these challenges to reduce victimization and hold criminals to account. - Documents:
