Detailed_Description : The Ontario Financing Authority ("OFA") is seeking the services of an accounting and management consulting firm to provide a dedicated Accounting Standards Analyst and Change Management Lead. This resource will work onsite (or remotely, if required) with OFA staff to:•Provide expert advice and analysis on the application of existing and emerging PSAB (Public Sector Accounting Board) standards•Support operational readiness and implementation planning for upcoming standards (e.g., PS 1202, Conceptual Framework, Reporting Model);•Address complex accounting issues and policy development in areas such as derivatives, debt, IOD, and investment reporting;•Enhance internal controls, procedures, and IT systems to support compliant financial reporting; and•Deliver knowledge transfer and training to build internal capacity.This engagement is expected to ensure that the OFA remains compliant with evolving PSAB requirements and maintains high standards of financial reporting transparency, accuracy, and accountability.
Scope of Work : This RFB is an invitation to prospective Bidders to submit Bids for the provision of a dedicated Accounting Standards Analyst and Change Management Lead for an initial term of two years, with the option, at the OFA-s discretion, to extend the term for two additional periods of up to one year each. The successful Bidder will serve as a dedicated Accounting Standards Analyst and Change Management Lead, working in close collaboration with OFA staff and management to: provide written guidance and advice on Public Sector Accounting Standards (“PSAS”); analyze and recommend solutions related to public sector accounting standards; and support the development, revision and implementation of new or existing internal accounting policies in alignment with public sector accounting standard changes.
