- This Request for Proposals (the “RFP”) is an invitation by Loyalist Township (the “Township”) to prospective proponents to submit proposals for Consultant - Review of Parking Regulations for Loyalist Township and the Town of Greater Napanee, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
The Loyalist Township Economic Growth and Community Development Services Department and the Town of Greater Napanee Growth and Infrastructure Services Department are requesting proposals from qualified consultants to undertake an analysis and make recommendations on the current parking standards found in both municipal Zoning By-laws. Parking regulations in both by-laws are similar, however the Town of Greater Napanee has incorporated zoning amendments in recent years pertaining to some parking standards (bicycle parking, accessible parking etc.), whereas all of Loyalist Township-s parking standards are outdated. It is expected however, that all parking provisions be reviewed, regardless of more recent amendments. Recommended parking regulations are to be outlined in a recommendation report for both municipalities. This can be produced in one document and any specific recommendations that should apply to one municipality and not the other should be clearly identified.
