- The City of Enderby is seeking a consultant to undertake a planning process to update the City-s Official Community Plan, Zoning Bylaw, and Subdivision Servicing and Development Bylaw, in light of recent legislative changes with respect to small-scale multi-unit housing. The key project deliverables include: Official Community Plan alignment with the recent small-scale multi-unit housing legislation, including accounting for housing supply needs across a twenty-year time horizon and reviewing the OCP-s policies for growth areas and development permit areas; this process would include a streamlined public consultation and community engagement component. Zoning Bylaw alignment with Official Community Plan. Subdivision Servicing and Development Bylaw update to address or enable new considerations, roles, and authorities available to local governments to implement the new housing legislation. The project will have an approximate budget of $120,000 - $140,000, with deliverables to be completed no later than December 31, 2025. A well-defined scope will be developed for the project, based on conversations between the City and the successful applicant. Preference will be given to applicants who have demonstrated experience in, i) developing Official Community Plans, Zoning Bylaws and Subdivision Servicing and Development Bylaws, ii) undertaking streamlined public consultation processes, and iii) creating development permit areas related to environmental protection and hazardous condi...
