Description:
The City of Saskatoon intends to prequalify a short list of three (3) respondents as described in Appendix A. After evaluating respondents- submissions, the City intends to issue a Request for Proposal (RFP) to the short-listed respondents for award of a Construction Management at-Risk (CMAR) Contract. The Project is to be designed and constructed in two phases using the CMAR delivery method: Phase I, Preconstruction Services, will include constructability reviews, value engineering, estimating, scheduling activities and procurement planning. Phase I is completed when there is agreement on the Project schedule and price—whether it be a guaranteed maximum price (GMP) or a lump sum. The City intends to take the design to nearly 100% completion within the Phase I period. Phase II, Construction Services, in which the CMAR assumes the general contractor role, including procurement of subcontractors and vendors, self-performance of certain elements of the construction (where permitted and at the City-s discretion), and full construction and commissioning.
