Introduction The Cowichan Tribes (the “Nation”) is taking steps to renovate the Khowutzun Sul-hween Elders Building located at 5764 Allenby Road, Duncan. The Nation is seeking to engage private sector firms with experience and proven capacity to deliver Architectural layout and design services. This request for proposals (RFP) has been issued to evaluate prospective firms with demonstrated capacity to assemble a team of professionals to complete the redesign of the Khowutzun Sul-hween Elders Building. Background The Khowutzun Sul-hween Elders Building was constructed in the mid 1990s as a place to support the community-s elder population. Not only has the elder population grown but so have the support services offered to the community Elders. Services today include a bathing and showering program; foot care; support in navigating the health care system; nursing support; lunch program; meals on wheels program and many others. Project Site The Khowutzun Sul-hween Elders Building is located within the Cowichan Tribes Band Governance campus on the western side of the site. The building is approximately 5,233 square feet and has not been significantly renovated since it was initially constructed. See Existing Floor Plan, Appendix D. Project Planning and Design The Nation is looking to have the indoor space redesigned to provide more functional health service spaces with improved privacy.
