Description of Requirement:
Shared Services Canada (SSC), on behalf of Transport Canada (TC), has a requirement for a Digital Signature Solution.
Transport Canada (TC) is looking to implement a digital signature solution to support the need for digital signature for external clients/stakeholders.

TC has assessed and concluded that an external Digital Signature vendor would be required based on the following specific business requirements:
GC Certificates: TC-s internal PKI is not recognized external to the GC. Therefore, voiding digitally signed documents once received and opened by an external client/stakeholder. An external digital signature solution would solve this issue by eliminating the need for a PKI.Digital Forms: TC has over 100 external forms that require digital signatures. These forms require a third-party vendor for external clients to be able to securely and digitally fill, sign and send back to the department. Currently, external employees are only able to access forms via an external portal. Through this portal, they must print, fill out, sign and mail the documentation. An external digital signature solution would be required so that citizens can digitally fill out, sign and send a document within seconds.
