Detailed_Description : RFB for Chief Negotiator to support Algonquin Treaty negotiations
Scope of Work : The Chief Negotiator will lead Ontario's full participation in the negotiation of the Algonquin land claim process and will seek to achieve Ontario's objectives, particularly the completion of a Settlement Agreement.The Chief Negotiator will be accountable for leading the Ontario Negotiations Team to secure agreement with the federal and Algonquin negotiators on the details of a settlement, addressing all subjects arising in the Agreement-in-Principle and in the ensuring treaty negotiations, including, without limiting the generality of the above associated taxation approach; helping secure Algonquin acceptance of that approach; resolving all harvesting rights issues, the settlement boundary and overlapping rights assertions; modelling long-term consultation obligations; framing a viable approach to self-government; exercising oversight to ensure there is appropriate clarity throughout the final settlement agreement; cultivating appropriate levels of co-operation and support for a proposed settlement agreement among key stakeholders across the claim area; and helping the Ministry shape appropriate materials for the consideration of the Minister and Cabinet leading to ratification of the final settlement.The Chief Negotiator will provide strategic leadership for the Ontario Negotiations Team to optimize team capacity to participate in main table negotiations, deliver negotiation proposals, lead negotiation sub-tables and deliver on Ontario-s commitments to support the negotiations process. The Ontario Negotiations Team consists of Senior Negotiators, Associate Negotiator(s), communications and issues advisor, policy officers and professional planners from four ministries. Ontario Negotiations Team members coordinate with other Ontario ministries as appropriate.
