Description:
This Request for Proposal (the “RFP”) is an invitation by the Regional Municipality of Niagara (“Niagara Region”) to prospective proponents to submit proposals for 2025-RFP-158 Regional Development Charges Background Study and By-law , as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
Niagara Region will only consider proposals received from proponents who have registered with Bids and Tenders and have obtained the RFP directly from Niagara Region-s public purchasing portal at https://niagararegion.bidsandtenders.ca/Module/Tenders/en (the “Bidding System”).
This request for proposal is an invitation to prospective proponents to submit proposals for the provision of consulting services to complete a development charge background study and by-law which meets the requirements of the Development Charge Act, 1997 and associated Ontario Regulations.
The existing Development Charges By-law will expire on August 31, 2027 and Transit Development Charges By-law will expire on December 31, 2027. A new background study to support a new Development Charges By-law is required prior to this to ensure the continued collection of Development Charges. The Region would also like to ensure that any policies support Regional Council-s Strategic Priorities, and that the potential costs and implications of any exemptions and discounts are clearly outlined for staff, Regional Council, and members of the public.
