  • Detailed_Description : tender_18882 for the procurement of an evaluation consultant(s) to engage with Indigenous, Black, and other racialized entrepreneurs to conduct a process evaluation, an outcome evaluation, and an implementation evaluation to understand how to best scale, spread, and sustain the RAISE grant program as appropriate.
    Scope of Work : The procured evaluation consultant(s) will design and deliver the following for the RAISE evaluation: •An evaluation framework and conduct an integrated literature review and environmental scan to contextualize and inform the evaluation. •Engagements with Indigenous, Black, and other racialized communities (including both participants and strategic partners) for the purpose of surfacing what truly matters to First Nation, Metis, Inuit, Black and other racialized entrepreneurs. •A process evaluation for each round of program intake, of which there are three, to identify the strengths and weaknesses of the program and suggest recommendations, where warranted and supported by the evidence. •An outcome evaluation for each round of program intake, of which there are three, to identifying the contributions of the program-s interventions towards the program-s intended outcomes and other outcomes as surfaced through community engagements. •An implementation evaluation to understand how to best scale, spread, and sustain the program, if warranted as supported by the data, to maximize its benefits across the province The above deliverables will serve to inform program improvements.
