Description:
Background: The Manitoba Petroleum Branch seized 26 wells and one battery in 2025. There are also wells from previous seizures that have not yet been fully rehabilitated. Project Overview:A contract will be issued to carry out environmental remediation work on all government-owned orphaned sites. The scope of work will be prioritized as follows: Isolation and purging of wells; Backfilling and reclamation of excavations; and Completion of Phase II Environmental Site Assessments. The geographical order of work priority will be North, Central, Tilston, and South regions.Project Objectives:This project will be deemed successful if the following occurs: 31 locations have been isolated and purged with signage and fencing installed where applicable; Excavations are backfilled and reclaimed; 37 Phase IIs are completed; and Reports are delivered by March 31, 2026. Deliverables:4.1 Isolation, purging, signage and fencing.4.2 Excavations backfilled.4.3 Reports: A one-page report shall be issued to the Petroleum Branch on each location where work was conducted detailing work completed with photos included. A Phase II ESA report shall be issued to the Petroleum Branch on each location where a Phase II ESA was completed. On sites that have encountered environmental contamination, an estimated volume of contamination shall also be calculated in the report.4.4 Estimated schedule: That all work listed can be completed by March 31, 2026.
