Description:
This Request for Proposals (the “RFP”) is an invitation by the Corporation of the Town of Lincoln (“Town of Lincoln”) to prospective proponents to submit proposals for Provision of Hardware, Internet and Paper Ballot Voting Services for the 2026 Municipal Election, as further described in Section A of the RFP Particulars (Appendix B) (the “Deliverables”).
This procurement is being conducted as a joint procurement led by the Town of Lincoln on behalf of the following organizations:

Town of Grimsby
Town of Lincoln
City of Niagara Falls
Town of Niagara-on-the-Lake
Town of Pelham
City of Port Colborne
City of St Catharines
City of Thorold
Township of Wainfleet
Township of West Lincoln
In preparation for the upcoming 2026 municipal and school board elections, the Town of Lincoln is seeking proposals from competent, qualified, and established vendors to provide an internet and paper ballot voting solutions, to include electronic tabulators for the counting of paper ballots for the listed organizations.
