Description:
Detailed_Description : This Request for Bid (“RFB”) is issued by His Majesty the King in right of Ontario as represented by the Minister of Public and Business Service Delivery and Procurement (“the Ministry”), on behalf of the Ministry of Finance (MOF). The Ministry is responsible for the delivery of technology solutions that support business programs delivered by the MOF. The Ministry requires a Vendor-hosted solution in its entirety including all software, hardware, professional and technical services, maintenance, and support services as applicable, to design, develop and maintain a confidential, secure, web-based interactive Property Tax Analysis System (PTAS). The Property Tax Analysis System would allow municipalities to model property tax policy decisions and make property tax adjustment calculations required or permitted under legislation or regulation. On an ongoing basis, the solution would be required to track assessment values and any related property change events over time, in order to calculate property tax impacts (including, in some cases, multi-year tax impacts), to assist municipalities with their property tax rate setting and billing processes.This solution would support data for approximately 5.5 million properties as well as historical property level tax information dating back to 1998. In addition, the solution would track municipal provided information such as property tax ratios, rates, and municipal property tax options for 444 municipalities.
Scope of Work : The vendor would be responsible to design, build, host and maintain a solution The vendor would be responsible for:•Planning, designing, developing, testing and deploying a PTAS Solution.•Delivering a secure solution.•Providing on-going hosting and maintenance services to ensure the solution reflects the most up-to-date property assessment data.•Migration of historical property tax and assessment data (dating from 1998)•Providing technical support services related to the solution.•Updating the solution to reflect any updates to provincial policies.
