- This Request for Proposal is an invitation by the Government of Saskatchewan (GOS) to prospective Proponents to provide Submissions for the provision of Procurement Options Analysis (POA) Services. The Ministry of SaskBuilds and Procurement is seeking a qualified consultant to provide POA Services for projects transitioning from the Business Case phase to the Pre-Design phase. This work will be used to determine the right procurement model (i.e., delivery model) in advance from the commonly used procurement models for capital projects and ensuring the GOS can properly structure scopes of work for both the project management and design teams within RFPs and contracts. Additionally, the scope of this RFP includes validating GOS POA frameworks to finalize internal development work completed to date.
