  • This Negotiable Request for Proposals (β€œthe NRFP”) issued by BC Housing Management Commission (β€œBC Housing”) is an invitation to Non-Profit Proponents to prepare and submit Proposals for the provision of Facilitation Services for the Student Tenant Employment Program (STEP to Work), as further described in Appendix A - Draft Sample Community Development Service Provider Agreement. The STEP to Work Program will be provided in the Lower Mainland of BC.
    Specific service requirements, including but not limited to activities, staffing requirements and reporting requirements are included in detail in Appendix 7 - Draft Sample Community Development Provider Agreement. Proponents should review all programming requirements and service level expectations when preparing their submission to this NRFP.

    The Student Tenant Employment Program (STEP to Work) (β€œProgram”) is thirteen (13) week program that includes an ensemble of activities, supports and partnerships to foster well-being, self-sufficiency and engagement among Tenants (youths between the age of 15 to 18) in BC Housing Directly Managed Sites.

    The Provider will ensure continual uninterrupted programming services for the duration of the thirteen (13) week program.
    The STEP to Work Program, provides job skills training and work experience for youth between 15 to 18 years old living in BC Housing Lower Mainland Directly Managed sites.
