PURPOSEThe City of Niagara Falls (City) is issuing this Notice of Planned Procurement to informthe market of a planned Request for Proposals (RFP) for Progressive Design-Build servicesrelated to the Chippawa Willoughby Memorial Arena and Library Redevelopment Project.The City is seeking a partnership with an experienced and well-resourced progressivedesign build team or collective to work collaboratively towards the successful delivery ofthis facility. BACKGROUNDThe City of Niagara Falls is moving forward with the plan to redevelop the ChippawaWilloughby Memorial Arena and the Chippawa Branch Library into a single, integrated facilitythat will serve as a community hub.A conceptual design was developed by Cherie Ng Architect Inc. and presented to the Cityof Niagara Falls Council on July 29, 2025.
SCOPE OF WORKA Progressive Design-Build (PDB) delivery model will be utilized for this project. The RFPrequirements are currently being finalized and will be made available to prospective biddersthrough the City-s bids&tenders™ portal.An RFP evaluation breakdown will be included as part of the procurement documents toensure proponents understand how submissions will be evaluated. The City will evaluateproposals based on the criteria outlined in the RFP particulars.It is anticipated that the RFP documents will be posted in December 2025, on the City-sbids&tenders™ portal. When the RFP is issued, bidders must have a current account andbe registered as a Plan Taker for the specific bid opportunity in order to submit their bidelectronically.The City will host an information session on PDB delivery for the prospective bidders-reference following issuance of the RFP documents.
