Notice of Intent to Award a Contract

Notice is hereby given that the City of Abbotsford (the “City”) is contemplating making a direct award of a contract to New Wave Earthworks & Landscaping Ltd. (the “Service Provider”) for the following: Airport Commercial Ramp - Snow Clearing & Loader ServicesThe contract will be on term for 3 winter seasons as noted below:

Season 1: December 1st, 2023 - March 31st, 2024.
Season 2: December 1st, 2024 - March 31st, 2025.
Season 3: December 1st, 2025 - March 31st, 2026.

Background

The City issued RFP 1220-2021-2653B - YXX Airport Snow & Ice Control On-Call Service - Airside in 2021. There were no submissions received at the closing date.

Scope of Services or Specifications

Abbotsford International Airport (“YXX”) owns and maintains an all-weather airfield that is open 365/24/7. The airfield system consists of over 875,000 square meters of paved surfaces including runaways, taxiways and apron spaced. During the winter season snow must be cleared off priority areas to ensure commercial aircraft can safely utilize the runaway system and terminal complex. Airport Operations personnel are responsible for clearing off the majority of these surfaces, however, on extreme snowfall days, there is a requirement for additional support to remove snow from the commercial apron in an expeditious manner, that is, in an...
