Overview:
Notice is hereby given by the Cowichan Valley Regional District (CVRD) of its intent to contract the collection and processing of used automotive oil, used antifreeze, used oil filters, and used oil containers to GFL Environmental. The collection and recycling of these materials is funded by the Interchange Recycling Extended Producer Responsibility program, but collectors such as the CVRD must organize hauling of the material.

Collection and processing of Interchange Recycling materials:

• used antifreeze
• used oil filters
• used oil containers
There is no out of pocket expense for the CVRD for the collection of this material.
The initial term of the agreement is to be for a period of two (2) years (“Initial Term”) which will commence from January 1, 2025, with an option to extend for an additional three (3) year term (“Subsequent Term”).
The decision to directly award the collection service to this Supplier was made based on the following considerations:
1. Availability: GFL Environmental was able to begin collecting the Interchange material within a short time after the previous collector notified the CVRD that they would not be able to continue to service the collection facilities.
