Respondents were invited to pre-qualify in order to participate in any subsequent phases of the procurement process including the Review and Refine Requirements (RRR) Phase. Interested suppliers were informed that only Qualified Suppliers would be permitted to participate and bid on any subsequent solicitation issued as part of the procurement process. This notice is neither a Request for Proposal (RFP) nor a solicitation of bids or tenders and is not to be considered in any way a commitment by Canada, nor as authority to qualified suppliers o undertake any work that could be charged to Canada. Canada reserves the right to cancel this procurement at any time during any subsequent phase of the procurement process. Given that this procurement may be cancelled by Canada, it may not result in any of the subsequent procurement processes described in this document.
