  • Detailed_Description : Working with the Ontario Court of Justice (OCJ), Justice Centres (JCs) have been operating as a new community court model beginning in 2020. The model draws on international best practices to target the root causes of crime, reduce recidivism, increase access to justice, improve individual outcomes and enhance public safety. Central to the approach is a commitment to support victims, survivors of crime, and communities harmed by crime. There are four JCs in the Province: Toronto Northwest, Toronto Downtown East, London and Kenora. Tailored to the unique needs of local communities, these centres co-locate justice facilities (e.g. courtrooms) with front-end supports (e.g. housing, mental health), prevention services (e.g. employment) and community re-integration supports, as well as Indigenous-led restorative justice, healing and wellness programs.Grounded in leading academic research and international best practices, it is critical for the Province to conduct a rich, mixed-method, and multi-disciplinary evaluation to facilitate a comprehensive understanding of the individual, court and community impacts of the JC model. In collaboration with the OCJ, the Ministry seeks to procure one vendor to conduct an innovative, multi-sector and culturally-relevant evaluation of the four JCs in the Province. In addition, the Ministry seeks to conduct a review and evaluation of the Select Therapeutic Courts in the Province, including a comparative assessment with JCs, subject to the availability of sufficient data and the viability of conducting this analysis.
    Scope of Work : Several years into the implementation of JCs, the Province requires a multi-year, external evaluation of JCs to assess the success of the model, identify areas of improvement and inform expansion opportunities. The evaluation will work in conjunction with the Indigenous-led evaluation process for the Kenora JC that respects Indigenous ways of knowing and promotes healing, wellness and restorative justice approaches. The evaluation will assist the Ministry and the OCJ in understanding how the JC model can have the greatest individual, community, and system impact at different points in the criminal justice process for diverse communities. This includes how the JC model improves outcomes and access to justice for Indigenous, Black, racialized, and marginalized individuals in the criminal justice system, as well as supports for victims and survivors of crime. Further, the evaluation will explore opportunities to lead potential future multi-sector data integration (e.g. justice, health, education, housing), to broaden the Ministry-s capacity to assess programs and investments and demonstrate improved individual, community and public safety outcomes.Subject to the availability of existing data from Select Therapeutic Courts to conduct a comparative assessment to JCs, this process could serve as an opportunity to make recommendations to the Ministry on steps to improve data collection, tracking, processes and outcomes for existing Select Therapeutic Courts to support a more expansive analysis in the future.
