- Detailed_Description : This Request for Information (“RFI”), is issued by His Majesty the King in right of Ontario as represented by the Minister of Finance (“the Ministry”), for the purposes of gathering information about the marketplace on vendor capabilities. The Ministry is researching the current interest and capacity of expert organizations to design, develop and maintain a confidential, secure, web-based interactive Property Tax Management system. This system would allow municipalities and others access to a suite of online tools required to accurately calculate property taxes for billing purposes.The Property Tax Management system would allow municipalities to model property tax policy decisions and make property tax adjustment calculations required or permitted under legislation or regulation. On an ongoing basis, the system would be required to track assessment values and any related property change events over time, in order to calculate property tax impacts (including, in some cases, multi-year tax impacts), to assist municipalities with their property tax rate setting and billing processes.This system would support data for approximately 5.5 million properties as well as historical property level tax information dating back to 1998. In addition, the system would track municipal provided information such as property tax ratios, rates, and municipal property tax options for 444 municipalities. Market research on vendor capabilities will assist the Ministry in the determination of any future procurements in 2024.
Scope of Work : While beneficial, no previous property tax knowledge is required for this project. The vendor would be responsible for the IT aspects of the PTM application, while the Ministry would be responsible for providing property tax assistance and support to municipalities. The Ministry would work with the vendor to ensure the application is consistent with legislation, regulations and provincial policies.The vendor would be responsible for:•Planning, designing, developing, testing and deploying a PTM application•Delivering a secure application•Providing on-going hosting and maintenance services to ensure the application reflects the most up-to-date property assessment data•Including historic property tax and assessment data migration (back to 1998)•Providing technical support services related to the application•Updating the application to reflect any updates to provincial policies - Documents :
