Detailed_Description : RFB for the provision of a Macro-Economic Model System that generates demographic and economic growth projections to support transportation models and transportation planning studies for the Ministry of Transportation.
Scope of Work : The development of a Macro-Economic Model System that generates, in annual steps, demographic and economic projections throughout a 40-years horizon span for Ontario, US, Canada, and Canada-s main trading partners. The Model-s projections must be responsive to the effects of changes to immigration policy, the post-pandemic economic recovery, the changes to land use policy and regulations, major economic trends, effects of artificial intelligence and automation to labour productivity, and impacts of international trade agreements. The Model is needed to support existing transportation models and transportation planning studies.The Model must be programmed in open-source software and generate projections that meet the requirements of the Ministry-s transportation models.The project tasks must meet the goals and requirements set by the Ministry, including sufficient demographics and economic data collection, development and refinement of geographic information layers, inclusion of First Nations, Métis, and Inuit Communities in Ontario, building new Model features and capabilities, introducing innovations to the forecasting methodology, developing a software platform to execute the Model-s tasks, generate sufficient Model documentation, staff training, among other tasks.The Model and other deliverables are required to be completed within an 18-months period. However, there is a provision for an optional one-year extension that the Ministry may choose to exercise.
