Description:
The District of North Vancouver (“District”) invites detailed Proposals from consultant firms (“Proponents”) with expertise in land use planning and the development of zoning regulations to review the District-s bylaw rewrites to ensure compliance with relevant Provincial and Federal Acts and Regulations and to maximize effectiveness and efficiency for the District of North Vancouver.

The District is seeking legal counsel service to assist the Zoning Bylaw Rewrite staff team with new zoning regulation delivery. The term is to commence as soon as possible with an end date around September 2025.

The consultant's core responsibilities will start with reviewing staff work progress to date and providing overall legal advice on how to implement recent legislative measures into the District-s regulatory framework, including but not limited to, Zoning Bylaw, Development Servicing Bylaw, and the creation of new bylaws as necessary. These legal framework components are intended to implement Inclusionary Zoning, Density Bonus, Amenity Contribution Charges, TOA, Rental Tenure Zoning, Tenant Protection, and/or Site-level infrastructure and transportation demand management (TDM) into the appropriate bylaws. To achieve this goal, the legal counsel will work closely with the Zoning Bylaw Rewrite staff team and is expected to participate in a few multi-departmental workshops involving planning, engineering and possibly financing growth staff.
