- The Corporation of the Town Cochrane (“Town”) is exploring the market for internet/telephone voting systems for use in the 2026 municipal and school board elections and any by-election within the 2026 to 2030 term. The intent of this Request for Proposal (“RFP”) is to assist the Town in understanding existing internet/telephone voting systems that make the voting experience more accessible, efficient, and user-friendly, while maintaining the integrity of the election process. It is anticipated that any solution, which may be selected will provide the Town with a system that will give voters fast, accurate and cost effective voting, and election results, while utilizing the latest in technological and security advances, in a manner that ensures their confidence in the integrity of the voting process. It is imperative that Firms responding to this RFP are registered to do business in Ontario and are compliant with all applicable Ontario laws. The submissions received through this RFP will be used to gather the most up-to-date information available in today-s marketplace regarding internet and telephone voting systems, and to select a provider to deliver these services for the Town of Cochrane-s 2026 municipal and school board elections. Vendors should note that Council, through By-law 2025-98, has already determined that internet and telephone voting will be the sole method of voting for the 2026 municipal and school board elections. It is understood that the information in the RFP is a combined Statement of Qualifications (Qualifications) and a Price Proposal (Proposal) and shall be the general basis for the selection of a Firm to provide this professional service and study. The Town expects to select the highest scoring Firm based on a structured scoring evaluation.
