Summary Details:
The British Columbia Utilities Commission (BCUC) is requesting proposals from interested, highly qualified and experienced individuals and firms to produce an independent report for the regulatory review of FortisBC Energy Inc.'s (FEI) Application for a Certificate of Public Convenience and Necessity (CPCN) for the Coastal Transmission System (CTS) Transmission Integrity management Capabilities (TIMC) Project (the Project). The report produced by the independent expert consultant would be placed on the evidentiary record for the proceeding and the consultant may be required to respond to information requests and provide witness testimony.
The Proponent should have extensive experience with utility pipeline integrity management as well as experience with regulatory proceedings, including a knowledge of stress corrosion cracking and Electro Magnetic Acoustic Transducer (EMAT) in-line inspection (ILI) tools. The Proponent will be required to review project documentation and supporting studies and provide expert information on relevant practices in other jurisdictions.
