Economic Analysis

Summary Details:
As part of the Better Bonding Strategy, the Ministry of Environment and Climate Change Strategy (ENV) intends to phase in financial assurance requirements for high-risk industrial projects captured under the Waste Discharge Regulation. In some jurisdictions, financial assurance tools (e.g., bonding, security) guarantee that industrial project owners will cover the costs of potential environmental clean-up. The Better Bonding Strategy intends to achieve similar outcomes to protect BC's taxpayers from the full costs of environmental clean-up (see https://engage.gov.bc.ca/govtogetherbc/consultation/better-bonding-strategy/).
ENV is seeking to engage a Contractor to develop a risk rating model to objectively assess which industrial projects are high-risk. The model must use risk drivers to generate a numerical rating of the potential environmental and financial risks of an industrial project. The model must, based on available knowledge, objectively predict with reasonable certainty the probability of an adverse impact to the province (i.e., project abandonment requiring public funds for environmental cleanup). These model results will inform ENV decisions on whether financial assurance is required for individual projects.
